As a sanity check I just hooked it back up to my printer and it burned just fine.

You can use any resistor value for testing, but don't go below 330 ohms. The greater value you install the slower the response you get, so somewhere between 330 and 1000 ohms would be the best. The resistor goes between the O14 and the 5V output.

I used a 470 ohm. Nothing changed. Laser did not start.
In using the voltage meter I measured between Ov on the 5v output and O14
I get 0v no matter what - with relay on or off. Even with relay on and O14 on or off I still get 0v.

If you connect the resistor and the voltmeter as in the picture then there has to be 5V if O14 is off and 0V if O14 is on. If not then the laser module pulls down its input.

With the 470 ohm attached to O14 and 5V+ (I had it to 0v previously) the laser fires. What does this tell me?
Do I leave the 470 ohm wired in or do I need to do something differently? If I leave a resistor wired in how do I know the correct size for perminent wiring. You said the higher the ohm the slower it is.

If you measure 5 Volts between the 0V and O14 then the 470 ohms is good, so you can leave it as is.
