UCSB - HY02D223B 2.2kw Spindle will not turn on

I just recently purchased the UCSB bob and the 400eth controller. I am able to turn the spindle on an adjust the speed through the onboard potentiometer however, I am unable to turn the spindle on in mach3 .. at this point I am not sure if it is the wiring of the bob, the relay the pwm module or the vfd settings.. or a combination of them all. hoping someone can help me out. TIA.

You should measure things out.
Check if the relays are switching?
Check the analog 0-10V voltage at the VFD.

And it is not shown on your drawing, but you should connect the ACM and DCM (grounds) of the VFD with the 0V (ground) of the UCSB.
