driving me nuts!

im trying to get the settings and diagnostics buttons to only show on layer 5 (tools tab)
if i change the button properties in screen editor to parent 5 instead of 1 and apply
i get the button active on layer 6. or active on 5 and 6 which screws up the layer 5 tool button displays
i have tried saving with the button saved as non active. same screwed up result.

if i then select delete the button it shows as layer 6 not 5.
any pointers?

Any time I've seen crazy stuff like this happen, it was because I had duplicate items on different layers, or something was on the wrong layer.
