Yes, that is exactly how it works. I too have used that feature on industrial machines, and while I don't use it a lot it was nice to have now and then. All blocks needing to be ignored sometimes and not others would be preceded by a '/' symbol. When the operator wants to ignore the blocks a toggle switch on the panel would be turned on, otherwise when the switch is off the blocks are then valid.
