I did tried to renamed network to UC400ETH and UC400ETH_network and UC400ETH_serial Setting for ip i have allready made them as you attached pictures. Voltage is 12V. Utility config work perfect to configure ip for UC400ETH Ping for 10.10.10.10 works.

Yeah, with due respect to dezsoe, antivirus and firewall absolutely can have an impact - especially when using the default 10.10.10.10/24 address. Windows will see that as an entirely distinct and untrustworthy net from the default one (typically 192.168.x.x). fdstil said firewall and AV was all shut off though.
