ATC screenset

looking to create a tab to open a dedicated screen for ATC tool rack. I want it to operate like clicking on the TOOLS tab and that goes to a new screen. I have the PNG files but need to understand more about screen creation. Are there any walk troughs on screen creation. I have made buttons but not a screen.

modify the screen in tools/user tab.
