Spindle speed staying at 6000rpm

First of all thanks so much with the last help you guys gave me, I could feel the collective eye roll at my dumb question.
I'm making good progress now and have a much better understanding of what's going on.

I'm having an issue where my spindle will only spin at 6000rpm no matter what.
It's a bog standard HY series VFD with a 2.2kw spindle which I've been using it for some time already on my previous MACH3 setup.
I've the AXBB set at 10v analogue out.
AO 1 to 10v in on VFD
5VO to DCM on VFD
IO2 to Forward on VFD
On UCCNC I have PWM spindle ticked, PWM frequency 400Hz.
Spindle output really enabled M3 relay pin IO2 port 1.
Spindle velocity max 24000rpm.

I can toggle the spindle on and off but the speed stays at 6000rpm and cannot be changed either by the dial on the VFD itself or the UCCNC controls.
Am I missing something bleedingly obvious again?

Which model?.
Have you set your 'maximum hz' perameter in the vfd to match the motor?.
For example:
If motor is 400hz and vfd internal perameter is at 100hz, you would get 6000rpm. (1/4).

The model is HY 02D223B

I've been running this motor/vfd combo previously on my old setup so those settings haven't been changed, I just checked them anyway and they're all good.
