cannot get 10 volts on A01 with J1 removed

I have AXBB-E that I cannot get it to output 0-10 volts on Analog output AO1. I double checked that J1 is removed but it will not go past 5 volts. I am measuring the voltage with a voltmeter directly on the analog out with the VFD disconnected. It works perfectly as a 0-5v but I cannot get it to output more than 5 volts with the jumper removed. I am using 12 volts as my second power source for the 12-24 input. Any Ideas?

Replace the jumper: the text is wrong on the PCB.
