If I get ucnc software and the axbbe controller, will I be able to connect to the Huanyang Hy02d223b vfd?
If so, will I able to control spindle speed from ucnc?

If the VFD has an analog input (0-5V or 0-10V) for speed reference then yes you can control it with the AXBB-E and UCCNC.

In order to control spindle speed, is the following wiring sequence correct?
VFD and FOR are connected through a normally open 24V relay (output 2 on AXBB-E - Port 1 pin 2).
A01 goes to V1
ACM goes to 5V0 (Power out portion on the AXBB-E)
