OK, I figured out where I was confused. IF you have the rotational axis set in settings for the A axis (in my case, and probably most), then you can't control the speed of the A axis by itself with gcode, so G1 A360 F10, the F10 will be ignored and the A axis will rotate at the max speed of the A axis in settings. If you don't check the box to identify the axis as a rotational axis, then the F10 is respected and the A axis will rotate at 10 units/min (in my case, because I've calibrated the A axis as 360 units for one rotation). I'm sure there is more to it, but currently, I don't know why I would need to have the A axis configured as rotational. It works as I want it to when that is not set. I'm sure there is more to it that I don't know.

Setting rotary can be handy if you working with inverse time feed G93, and it is useful for this kind of work, because it can give you constant surface speed.
