OK, so I think I may have been given the answer.

In QCAD there is a Block/Explode(XP) menu item. I selected all the vectors and used this and exported the file.

IO forgot to change it to an R15 format, but it didn't matter. It seems the R27 file format works, too!

Yes, dxf format is very complex especially when it comes to blocks, because a block can contain another block which can contain another block etc.
The netdxf seems it can't deal with reading and understanding all of that, but I have plans to overcome this problem later, but will have to dig deeper into the issue and we will have to find the time for that.
