My testing will go as follows: motor movement, small test program run, input tests, switches, e-stop, output test via Mach 3 M3 thru M8 commands, verified on multimeter, last will be the vfd.

If FOR doesn't work as expected then you need a cheap 24v relay module (low trigger).
Connect:
24V+ ----------------------------- relay +
24V0 from axbb-e --------- relay -
O1 --------------------------------- relay sig
DCM vfd ----------------------- relay com
FOR vfd ------------------------ relay NO
