Spindle Speed and Analog Output voltage

I have removed the jumper to allow 0-10V output on the AO1 pin. I do not have any wires connected to any of the analog inputs, the analog output, or the power output pins. In Mach 4, I have configured the spindle 0 max RPMs to 24000, as per teh limits of my spindle.

When I enable the machine and turn the spindle on, using M3S24000 in the MDI, I am expecting there to be 10V on the AO1, but there is not. What else am I missing to get the AO1 port outputting 10V in the Mach4 configuration?
