Spindle delay not delaying

I have a setup with an automated touch probe. After first switching the machine on I initialise Z and then run my G code. My X , Y and Z axis start to move before the spindle is up to speed. I added extra delay into the UI for the M3 spindle delay. Here is the strange bit. The delay is added before the X , Y and Z axis move. The machine then starts to move and whilst in motion the spindle starts. This only happens on the first execution of my G code. If I run the same code again the spindle delay works as expected. I'm guessing it's some code in the wrong order. Any ideas where to look?
