Sorry, out of ideas, looked at the Mach3 profile + UCCNC one and nothing jumped out at me.

could it be the license file... since the inputs work and I can hear the motors engaging it doesn't seem likely but I am out of ideas too

FOUND IT!
The enable pin and port did not make it over from Mach3.
