Driver sending to many volts to motor

I have a Nema 23 stepper motor (Bipolar 1.8deg 2.4Nm (340oz.in) 1.8A 4.95V 57x57x104mm 4 Wires) with a tb6600 controlled by the axbb-e. Recently this driver and motor have been sending the steps but the motor is just locking up. I went over it with the multimeter and it seems the driver is sending all 24v to the a+ And a- coil of the motor. Any ideas? Let me know. Thank you!

Most stepper drivers like the TB6600 are current drivers, so measuring voltage makes no sense.
You have to measure the current in the motor coil, however measuring it will still not give much information about the heath of the driver.

How a bipolar stepper drive works is it measures the current in the 2 coils of the motor usually using a shunt resistor.
Then it usually uses a lookup table with sinusoidal values, the drive uses this table as a current reference for the coils.
The current in the 2 coils are 180 degrees shifted.
The coil is energised with the current based on your setting and using the lookup table.
As the step/dir signals come in the drive it steps through the lookup table using different currents for the coils.

So, to get an accurate information about the drive's health a 2 channel oscilloscope would be required possibly with a current probe.

If the motor is locked it means thr Enable signal is lost or high. It may be a configuration problem.
