Hi,
I have noticed that the 12v line on the dg4s needs to be at least 12.3 volts or the drive will not come out of its start up both lights flashing mode, well it wouldn't with the drives I have.

It has to be at least about 8-9 Volts only, because the internal switching regulator needs that to supply the internal 5Volts and the 15V for the mosfet driver is stepped up with an isolated regulator from the 5V, so again no need to 12.3V, only 5V.
Are you sure that the measured value of 12.3V is correct?

Yes I set it up on a benchtop power supply, and double checked it with a digital meter at 12 volts and it wouldnt start up, both lights flashing, wound the psu up slowly and at 12.3 the drive reset?

Hi. I am having the exact same problem here. What ended up being the issue?
I have used these drives for a few years now. I didn't like where my Z encoder was, so I moved it. Then, my motor was turning backwards. It overtraveled, hit a physical stop, then faulted. When I figured out what happened, I fixed the wiring and tried again. Now it is stuck in this fault. I have cycled power many times. I have moved components around to rule out all of the usual suspects. Now I am down to this drive. Is there an internal fuse or overload protection which needs to be replaced or reset?

Probably the Mosfet bridge damaged. I replied you more detailed in your other forum thread.
