It depends on if any bugs will be found in the current development version.
As I wrote before we not adding new things to the software core now, only making corrections/bug fixes based on problem reports.
The development release will go into official release as soon as we will have a version which has no bugs.
We think we are close now, because the previous version (1.2110) was also very stable, only a few minor issues were corrected in version 1.2111, so hopefully this version can go into official release, but we will wait a few weeks to see if anybody find any issues.

So far not yet. We planning to move the latest dev.version to official release soon.
I think it will be moved to official release the same time when the next dev.release will be out.

Is it safe to copy "Profiles" folder between different versions, to avoid having to redo all settings again?

Yes, of course. It is recommended to use a different profile, not the default, because if you update your software the default profiles (default and plasma) will be overwritten. If you have your own profile than it will not be disturbed by the update. New versions never change the meaning of any settings, just add new ones, so your old settings will work and the new settings will have their own default values until you change them.
